​What is a Chief Estimator?

A Chief Estimator is the most senior member of the estimating team, with overall responsibility for the creation of budgets and estimates produced for projects. The Chief Estimator is responsible for the oversight of the estimating process for all project bids and awarded, and will establish standardized procedures, methods and processes for estimating and training estimating resources in the use of the same.

What are the typical duties and activities for a Chief Estimator?

From employer to employer the job description of a Chief Estimator will vary, however typical duties and activities undertaken include:

  • Assigns responsibilities for the estimating team

  • Review project plans and specifications and coordinate with the estimating team

  • Identify risk issues

  • Research subcontractor and supplier information and costs

  • Prepare instructions to bidders, bid form and other bid solicitation information

  • Manage the quantity survey and pricing for internal budgets

  • Prepare conceptual budgets based on information available
