Senior Cost Manager (CSA) – Data Centre Construction

We are partnered with an international Construction Consultancy seeking an experienced Senior Cost Manager (CSA) to support the delivery of a large scale hyperscale Data Centre project in Belgium.

This is a senior, site based commercial leadership role, focused on the Civil, Structural and Architectural (CSA) elements of one of Europe’s most technically complex construction programmes. You will play a critical role in cost planning, procurement, commercial control and final account delivery across the full project lifecycle.

Key Responsibilities for the Senior Cost Manager (CSA)

Commercial Leadership & Cost Control

  • Take ownership of CSA cost management from pre-contract through to final account
  • Produce and manage detailed cost plans, estimates and budgets aligned with project scope and programme
  • Ensure initial cost plans are robust and sufficient to deliver the works to the required quality and standards

Procurement & Value Engineering

  • Lead CSA tender evaluations, benchmarking and market testing to ensure best value outcomes
  • Analyse tenders and contractor submissions to confirm competitiveness and commercial compliance
  • Drive value engineering initiatives while maintaining technical integrity and quality

Change Management & Reporting

  • Manage commercial change, variations and change orders throughout the project lifecycle
  • Close out commercial and contractual issues in a timely and professional manner
  • Provide accurate cost reporting, forecasts, cash flow and accruals, working closely with client finance teams
  • Perform interim valuations and contractor payment assessments, utilising Earned Value Management (EVM) where applicable

Final Accounts & Claims

  • Support the preparation, negotiation and agreement of CSA final accounts
  • Manage and resolve claims to ensure best commercial outcomes for the client
  • Capture cost analysis, lessons learned and feedback to support future projects

Stakeholder & Team Collaboration

  • Provide commercial and contractual support to project, construction and client teams
  • Build strong working relationships with clients, consultants, contractors and internal stakeholders
  • Contribute to a collaborative, high-performance project environment

Experience Required for the Senior Cost Manager (CSA)

  • Experience in Civil, Structural and Architectural cost management
  • Strong background in estimating, tender evaluations and onsite cost control
  • Experience delivering projects within Data Centres, Life Sciences, Battery Manufacturing, Semiconductor or similar complex environments
  • Demonstrable experience across pre- and post-contract cost management
  • Understanding of cost planning, procurement strategies, commercial reporting and final accounts
  • Degree qualified (or equivalent experience) in Quantity Surveying, Commercial Management or a related discipline
  • Fluent in English, both written and spoken
