An established and experienced railway infrastructure contractor. With a successful track record of delivering projects across the whole of the UK is looking to recruit a HSQE professional to be
responsible for proactively promoting H&S best practice and establish accident & incident prevention strategies throughout the managerial/supervisory/workforce levels (including contractors) across the business.
Candidate Requirements
- Accident / Incident Investigation training & experience
- Competent in leading investigations
- Experience of leading Network Rail Level 2 investigations desirable.
- Diploma in Occupational Health & Safety, NVQ Level 4 / 5 Occupational Health & Safety, Certificate in Occupational Health & Safety or NVQ Level 3 Occupational Health & Safety.
- Knowledge of the railway, construction activities, railway plant and operations
- Knowledge of environmental elements (out on track)
- Knowledge of engineering and operational standards
- Competent with Word, Excel, PowerPoint etc. and report production
- Competent and confident in the delivery of investigation outcomes / lessons learnt
- PTS/COSS/IWA
- Full Driving Licence
Role information
- Lead formal investigations, and where required, local investigations, in an effective and timely manner.
- Review local and Level 1 investigations led by others, ensuring they are fit for purpose, have SMART corrective actions and are unbiased.
- Produce investigation reports, including SMART corrective actions that are well researched and effective in reducing the likelihood of a recurrence of the event.
- Identify corrective actions requiring follow-up based on a significance test, i.e. where procedural changes are required and undertake follow-up audits to review the effectiveness of the actions.
- Embed the application of fair culture in the investigation process, particularly around positive interventions.
- Ensure engagement with HR through application of fair culture ensuring investigation reports provide the necessary information to support the disciplinary process, where applicable.
- Ensure engagement with Business Leads through application of fair culture ensuring investigation reports provide the necessary information to support the recognition of positive outcomes, where applicable.
- Support the management of change imparted on the business through the unintended consequences of implementation of actions /recommendation i.e. adopting new processes in to the business.
- Act as the panel representative on client led investigations where requested by and agreed with the DCPs.
- Support the business in the closure and embedment of corrective actions resulting from investigations.
- Undertake checks / audits to provide assurance to the business that corrective actions are fully embedded and have become business as usual.
- Attend Business Safety Leadership Group Meetings to report on investigation progress/trends/outcome and to promote business wide learning from investigations.
- Attend Quarterly Investigation Review Meetings to review the effectiveness of learnings from investigations and investigation actions.
- Develop new ways of learning at all levels of the business e.g. reconstructions, emergency response training, roadshows across the business to ensure cross company learning, cultural programmes, behavioural based safety improvements etc.
- Analyse industry wide incidents ensuring any lessons learned or best practise are implemented.
- Analyse internal performance data to identify leading indicators and intervention strategies to prevent future events
- Support business wide assurance activities
- Undertake reasonable duties as directed by the Senior H&S Manager.
