Civils Project Manager – Early Works (Pads, Utilities, Foundations)
Location: Europe (Confidential Client)

A leading international construction consultancy is seeking an experienced Civils Project Manager to lead early works and enabling packages on a major construction project. This role is critical in setting the platform for vertical construction and would suit a Civils Project Manager with a strong background in civil infrastructure, utilities, and foundations, ideally within fast-paced, technically complex environments.

Role Overview
The Civils Project Manager will take ownership of all early civil works, including building pads, underground services, site-wide utilities, and foundation systems. Acting as a key interface between design, construction, and client teams, the Civils Project Manager will ensure early works are delivered safely, efficiently, and in line with programme, quality, and cost objectives. This position plays a pivotal role in enabling downstream CSA and MEP activities.

Key Responsibilities

  • Lead the delivery of early civil works packages, including underground services, building pads, utilities (power, water, drainage), and structural foundations.

  • As Civils Project Manager, coordinate design reviews to ensure construction documentation reflects site conditions and constructability requirements.

  • Manage and oversee subcontractors and vendors delivering PUF works, ensuring alignment with schedule, budget, and quality standards.

  • Interface closely with other package leads (CSA, MEP, BIM, etc.) to ensure a smooth transition from early works to main construction activities.

  • Monitor progress against milestones, manage reporting, and provide regular updates to Construction Management and Project Controls.

  • Ensure full compliance with local regulations, health & safety legislation, and client specifications.

  • Participate in risk assessments, method statement reviews, and inspection of installed works.

  • Coordinate with design consultants and client stakeholders to resolve technical, logistical, and sequencing challenges on site.

  • Support ground investigations, testing, and validation of installed civil works through commissioning and handover phases.

Candidate Profile

  • Degree-qualified in Civil Engineering, Construction Management, or a related discipline.

  • 8+ years’ experience operating as a Civils Project Manager delivering civil and infrastructure works on large-scale construction projects.

  • Strong technical knowledge of underground services, utilities, earthworks, drainage, and foundation systems.

  • Proven leadership of early works / enabling works scopes on data centre, pharmaceutical, industrial, or similarly complex projects.

  • Solid understanding of construction sequencing and interfaces across CSA and MEP disciplines.

  • Familiarity with European construction codes, permitting, and regulatory frameworks.

  • Demonstrated ability to manage multiple subcontractors while driving safety, quality, and productivity in parallel.

  • Fluent in English; additional European languages such as Dutch, German, or French are advantageous.
